- The
USA and Soviet Union, in the aftermath of the Cuban crisis, accelerate
steps for
nuclear arms control.
- The Partial Nuclear Test Ban Treaty
is negotiated, co-sponsored by the USA, Soviet Union, and UK.
It bans
nuclear tests in the atmosphere, underwater, and in outer space.
- In
a speech in March 1963, US President Kennedy warns of a nuclear
arms race:
“Personally I am haunted by the
feeling that by 1970, unless we are successful,
there may be ten
nuclear powers instead of four, and by 1975, fifteen or twenty....
I see the possibility in the 1970s of the President of the United
States having to face a world in
which fifteen or twenty or twenty-five
nations may have these weapons.
I regard this as the greatest possible
danger and hazard.“
