Of the 14 Non-Nuclear-Weapon States (NNWS) party to the NPT that have not yet brought into force a comprehensive safeguards agreement with the Agency. (View latest Status Report). IAEA Member States are in bold.
- There are 6 NNWS with which such agreements have been signed but are not yet in force:

- There are 2 NNWS for which such agreements have been approved by the Board of Governors but have not yet been signed:

Vanuatu - There are 6 NNWS that have not yet submitted comprehensive safeguards agreements to the Board of Governors for its consideration:
